IRRI research partners present sustainability plans for WeRise in the Philippines

National agricultural research and extension system (NARES) in the Philippines presented their sustainability plans for the Weather-Rice-Nutrient Integrated decision support system (WeRise).  The plans were presented during a virtual and on-site Handover Ceremony and Sustainability Workshop on 09 March 2021.

WeRise is a digital tool for rainfed rice farmers adapted for the Philippines by the International Rice Research Institute (IRRI) with funding from Japan International Research Center for Agricultural Sciences (JIRCAS). The project is implemented by IRRI, Department of Agriculture (DA)-Philippine Rice Research Institute (PhilRice) and JIRCAS. WeRise provides advisories on the best time to plant and apply fertilizer using suitable varieties based on weather conditions, crop growth, selected farm characteristics, and management practices. The advisories are web-based and can be accessed through a computer or smartphone three months before the cropping season. This gives farmers sufficient time to allocate limited resources such as capital, labor, and inputs and plan for upcoming cropping seasons.

The participants presented activities related to scaling up use of the tool, further validation in additional locations, increasing awareness of the tool, and institutionalizing WeRise through the Rice Competitiveness Enhancement Fund and Smarter Rice Program Package of Technologies for rainfed rice areas. PhilRice Deputy Executive Director for Research, Eduardo Jimmy Quilang also suggested the “Popularize, Sustain and Scale through Partnerships” approach, which served as the framework of the sustainability plans used by some DA regional and municipal offices.

Philippine rice farmers receive 46k bags of two IRRI-developed inbreds from government program

The Philippine Department of Agriculture and PhilRice recently distributed a total of 46,800 bags of high-yielding and stress-tolerant IRRI-developed rice seeds to farmers in the agricultural hubs of Central Visayas. This was done as part of the government-backed Seed Program of the Rice Competitiveness Enhancement Fund (RCEF), an initiative that seeks to help local farmers perform better in the international rice market.

IRRI and BAFE hold the first of a series of virtual training on laser land leveling

Rice production in the Philippines is constantly faced with threats to food security due to climate change and the COVID-19 pandemic. One of the major challenges to Philippine agriculture is the practice of unsustainable land management such as inadequately leveled fields. An improperly leveled field causes uneven water distribution that leads to poor crop establishment and the inefficient use of seed, water, fertilizer, and pesticides. However, this can be addressed by using laser land leveling technology.

Transition of Rice Crop Manager Advisory Service to the Philippines Department of Agriculture kicks off

The Philippines’ Department of Agriculture prepares to take the lead of the Rice Crop Manager (RCM) Advisory Service from IRRI, through the RCM Advisory Service Transition Workshop on July 24-25, 2019. Key stakeholders actively participated in strengthening inter-agency collaboration that is a vital component of the project “RCM Philippines Phase 3: Transition to Operational Sustainability for Research and Dissemination from IRRI to DA” which becomes official after 2021.

The overall project objective is to increase the capacity and institutional readiness for the integration and transition of RCM research, dissemination, operations and IT processes within the appropriate DA agencies towards full interoperability with other DA-funded projects with support from IRRI. In order to achieve this objective, project activities include system optimization of RCM Advisory Service; joint programming of IRRI and DA staff; and management of source codes and databases transfer from IRRI to DA in 2021. One of the first steps to do this is to get the commitment and buy-in of key stakeholders in this process.

Boosting heirloom rice farmer income through improved post-harvest practices

Members of the Mountain Province Heirloom Rice Farmers’ Agriculture Cooperative and staff of Heirloom Rice Project (Ana Cope and Joseph Sandro) at the newly built heirloom rice processing center in Bontoc, Mt. Province, Cordillera. The processing center was funded by DA-RFO CAR.

Implementing good postharvest practices is important - not only for  improving rice yields and quality, but also for helping to improve the incomes of smallholder farmers.

IRRI is facilitating public-private partnerships in order to improve smallholder livelihoods and resilience. Together with Kellogg Company, IRRI is supporting local cooperatives to manage model processing centers which conforms to high quality standards through the Heirloom Rice Project (HRP) in the Mountain Province of the Philippines.

During the first phase of the HRP, a participatory needs and opportunity assessment (PNOA) was organized with heirloom rice farmers from the Mountain Province. Through the assessment, farmers were able to identify their need of postharvest machinery and technology.

As a result, postharvest processing machines were provided to the Mountain Province Heirloom Rice Farmers’ Agriculture Cooperative (MPHRFAC) to support the second phase of the Heirloom Rice Project (HRP), funded by Philippine Department of Agriculture - Bureau of Agricultural Research. The machines helped improve the quality of heirloom rice by enabling more efficient milling, grading, and storage, which also minimized rice weevil infestation.
