Vietnam and IRRI explore future collaborations for enhancing rice sector productivity and resilience to climate change



In a courtesy call in Hanoi, Dr. Matthew Morell, Director-General of the International Rice Research Institute (IRRI) met with Dr. Nguyen Xuan Cuong, Vietnam’s Minister of Agriculture, to discuss ways to increase the resilience of domestic agriculture to climate change, as well as to enhance the productivity and access to markets of rice farmers.

Minister Cuong discussed with Dr. Morell the priority areas where Vietnam, specifically the Ministry of Agriculture and Rural Development (MARD) and its attached agencies, would like support from IRRI. Minister Cuong stressed that “MARD will coordinate with the IRRI Vietnam country office to work on our agricultural policies to help improve the lives of our farmers.” Several existing and pending collaborative programs between IRRI and MARD will also push through in the coming years.

Climate change forum tackles problems and solutions affecting smallholder farmers

LOS BAÑOS, Philippines—"Are we ready for climate change yet?" The question was posed by members of the Philippine Agricultural Journalists (PAJ) to experts during the forum Usapang sakahan: Climate Change: Handa na ba tayo? on 23 February.

"Would you ever be ready for something like climate change?" responded Dr. Reiner Wassmann of the International Rice Research Institute (IRRI) and a member of the panel of climate change experts. "It does not only apply to the Philippines but in many other countries as well. What I have to say is a lot of things are happening and the country is trying to be more prepared now than before."

Dr. Julian Gonsalvez, a senior consultant of the International Institute for Rural Reconstruction (IIRR), agreed. "There is a momentum and optimism. The science community in the Philippines have a lot to offer,” he said. “What we need to do is to move action to where it is needed the most. At any time, you need to have location-specific solutions. Who plays a role in that but the local government?"

The Philippines gets an average of about 20 typhoons a year, unlike many of its Southeast Asian neighbors, and this poses a threat to agricultural productivity. Gonsalvez explained that disaster risk reduction is becoming more widely adopted as a framework for farmers to adapt to climate change.

Prof. Rex Victor Cruz of the University of the Philippines Los Baños (UPLB) recommended creating a common land-use framework through zoning.

"Our land-use policies are still in disarray and we need to unify these policies," he said. "For example, existing land-use laws are in place through the Agricultural Fisheries Modernization Act. But local government agencies have the authority to convert 15% of lands within their jurisdiction based on the local government code. Right away, we see these two laws oppose each other. That's where the problem is.”

Wassmann noted that from a scientific point of view, and if zoning is done correctly, the country would benefit from the agricultural diversity. He and Gonsalvez are incorporating it as an element in a project that promotes climate-smart villages.

PAJ member Rex Navarro, who is also a farmer, shared that the most difficult climate change-related problem for rice farmers is too much rain, too little rain or getting rain at the wrong time.

Gonsalvez explained how in Capiz, Iloilo, where most of the rice areas are rainfed, it became possible for farmers to grow a third rice crop in a year.

"It took only two days for a backhoe to build one reservoir, and now Capiz has at least 40 reservoirs,” he said. "That is climate-smart agriculture; it's something that addresses food security and prepares people for climate change in a way that doesn't produce a lot of greenhouse gasses.”

"If we do not recognize the importance of smallholder farmers, we are missing an opportunity to promote climate-smart agriculture that has social inclusiveness as an important element to climate change adaptation," Gonsalvez added.

Agriculture Partylist vows to help bring modern rice technology to Filipino farmers

LOS BAÑOS, Philippines—“We need to popularize these technologies,” Congressman Orestes Salon of the AGRI Partylist of the Philippines said after being briefed on the activities of the International Rice Research Institute (IRRI).  

Congressman Salon and his staff visited IRRI headquarters on 9 September to learn about the scientific research program of IRRI and how the results of research can be shared with Filipino rice farmers.

“We want to be able to pick up technologies on producing more rice per unit area,” he said. “What are the new technologies that address climate change? The farmers need them because they are already feeling the impact of climate change like flooding and drought but they are not prepared. Climate change affects the rich as well as the poor. But the poor are the ones who are very vulnerable.”

The AGRI Partylist advocates for the welfare of farmers, fisherfolks, and families who belong to marginalized groups who do not have the access to basic social services in different parts of the country. They implement programs that aim to benefit those experiencing severe poverty and need assistance to meet their basic human needs.

During the Party’s visit, they learned about IRRI’s work in developing rice varieties that can thrive under erratic weather patterns and produce more nutritious grains, the application of satellite imagery to rice production, water-conserving technology, and training for young scientists and extension workers.

Dr. Olivyn Angeles (in photo) from Crops and Environmental Science Division, and Dr. Shoba Venkatanagappa from the Plant Breeding Division, also provide the party with an overview of the Long-Term Continuous Cropping Experiment and IRRI’s breeding lines.

“IRRI brings together the traits in rice that are required by the poorest of the poor farmers all over the world,” Venkatanagappa explained. “We are trying to help increase the profitability of farmers so they don’t have to spend too much on expensive agricultural input and they don’t have to suffer from complete crop loss. We are in the business of reducing poverty.  Every farmer needs to have a chance. We try to develop varieties that help farmers get that one chance.”  

Dr. Bruce Tolentino, deputy director for Communication and Partnerships, emphasized that IRRI is an international public institution and its research and technologies can be accessed and used by everyone.

“This is really eye-opening,” said Congressman Salon. “We can translate the information into a popular form so that farmers and our other constituents can avail of them. We hope to come back with the entire Congressional Agriculture and Food Committee.”

Thai Rice Department and IRRI intensify joint R&D program

LOS BAÑOS, Philippines—The Royal Government of Thailand is set to strengthen research and development ties with the International Rice Research Institute. The director general and senior officers of the Thai Rice Department (TRD) are at IRRI headquarters today (4 April) to further flesh out the collaboration with scientists.

Climate change research facility opens at IRRI

LOS BAÑOS, Philippines - The dedication of the Lloyd T. Evans Plant Growth Facility (PGF) on the campus of the International Rice Research Institute (IRRI), which will take place at 3 p.m. Thursday afternoon (January 21), emphasizes the Institute’s commitment to working toward food and nutrition security for future generations.

IRRI’s leadership and very special guests will be opening the USD 10 million state-of-the-art structure, within which various climate scenarios can be simulated under controlled environmental conditions and the effects of climate change on plant growth will be better understood.

The PGF was funded by the Australian government through the Australian Centre for International Agricultural Research (ACIAR), a major partner of IRRI. It is named after Lloyd T. Evans (1927-2015), a world-renowned Australian plant physiologist who also served as a member of the IRRI board of trustees (1984-89).

The dedication rites will take place just one year after the official groundbreaking was held in January 2015.

In addition to Matthew Morell, IRRI director general, and his leadership team, guests slated to attend and speak include Amanda Gorely, ambassador of Australia to the Philippines; Mellissa Wood, general manager for global programs at ACIAR; and John R. Evans, head of the Division of Plant Sciences at the Australian National University.

Dr. Evans, son of Lloyd Evans, will share a message on behalf of the family. Philippine officials who will grace the event will be Proceso Alcala, secretary of agriculture; and Fernando Sanchez, Jr., chancellor of the University of the Philippines Los Baños.

After the unveiling of the commemorative plaque, Abdelbagi Ismail, IRRI’s acting deputy director general for research, will lead the guests on a tour of the PGF.
 
Climate change is a concern that cuts across the various areas of IRRI's research agenda. Knowing about its implications on rice production, via a better understanding of physiological processes and interactions in the rice plant when subject to changing temperatures, humidity, amount of sunshine, and atmospheric gases, will help scientists develop even sturdier climate-ready rice varieties and improved farming practices.

Educating the upcoming generation of future leaders in rice science is one of IRRI’s major strategic goals. It is thus hoped that the PGF’s cutting-edge array of scientific equipment will entice many bright graduates to make a career in the crop sciences.
