IRRI, RDA hold seed systems training for researchers and extension workers in Asia

In partnership with the Rural Development Administration (RDA) of Korea, the International Rice Research Institute  Education (IRRI Education) implemented a capacity development program on seed production on 23-29 November 2022 at IRRI headquarters in the Philippines.

RDA and IRRI host seed production course for Bangladesh women farmers’ groups

The Rural Development Academy (RDA) and International Rice Research Institute (IRRI) conducted a training course on seed production, quality control, processing, and marketing for 60 women-led farmers groups on 28 – 29 November 2022 in Bogura District.

The course provided the participating women with classroom and hands-on training on seed production, different seed quality characteristics, processing, storage, packaging, and marketing. Mechanized System Rice Intensification procedure and seed licensing and registration procedures were also covered.

The activity is jointly implemented by RDA and IRRI in northern Bangladesh under the Accelerated Genetic Gain in Rice (AGGRi) Alliance. AGGRi collects robust data and verifies the suitability of promising modern high-yielding rice varieties for specific regions; compares the performance of popular varieties with candidate products; accelerates the expansion of candidate products at the field level, and collects farmers’ feedback.

RDA is a specialized autonomous rural development government institution in Sherpur Upazila in Bogra for training, research, and action research. The institution is officiated with the Rural Development and Co-operatives Division of the Ministry of Local Government, Rural Development & Co-operatives. 

The guests from  RDA Bogura included Director Md Khalid Aurangozeb, Assistant Director Fakar Uddin Talukdar, Additional Director Dr. Abdullah Al Mamun, and Training Director Md. Ferdous Hossain Khan.

Also attending the event were Dr. Daniel Menge, scientist, and Muhammad Ashraful Habib, senior specialist, from IRRI Seed Systems.

District Seed Certification Officer Mr. Shaduzzaman from the Seed Certification Agency, Bogura served as the resource person. The program was moderated by Mr. Md. Mozaharul Haque, RDA  agricultural consultant in Bogura. 

In 2022, The IRRI Bangladesh Seed System Team, in collaboration with other complimenting initiatives, conducted seed production of promising varieties, promoted new varieties in the farmers’ network, and carried out demonstrations through women farmers’ groups formed by IRRI’s networking partners in Bangladesh.

Former IRRI Scientist receives alumni award from UPLB College of Agriculture and Food Sciences


Dr. Kyu-Seong Lee, a former IRRI Scientist, was one of the recipients of the University of the Philippines Los Banos’ (UPLB) Distinguished Alumni award, given by the College of Agriculture and Food Sciences. This award recognizes university alumni for their exemplary achievements in their respective fields, and whose works have had a positive national and international impact.

IRRI and Korea partner to catalyze rural transformation through rice science



By working with Korea’s Rural Development Administration (RDA), IRRI enables rural transformation through the adoption of technologies and practices to solve complex global problems in rice-growing countries and beyond.

Since 2002, IRRI has partnered with RDA in organizing the two-week Rice Technology Transfer Systems Training Workshop (RTTS). Through this program, more than 250 participants from nine Asian countries had the opportunity to evaluate global challenges facing rice research and development. Participants were also involved in various interactive and participatory learning methods to identify and analyze research-extension linkages that enable adoption of successful new rice technologies in the field.

Asia & Africa: Improving skills on technology transfer systems

It is important to develop the capacities of Asian and African countries for effective knowledge dissemination and technology transfer, according to Peter Brothers, head of IRRI Education. To help achieve this, IRRI Education, the Rural Development Administration (RDA) of the Republic of Korea, and the Food and Agriculture Organization (FAO) facilitated a training workshop on technology transfer systems in Asia, 26 June-7 July, at the International Technology Cooperation Center, RDA Headquarters, Jeonju, Republic of Korea.

Twenty-three participants from Cambodia, Côte D’Ivoire, Indonesia, Lao PDR, Myanmar, Nigeria, the Philippines, Sri Lanka, Thailand, and Vietnam joined the 2-week course, which focused on rice production technologies for breeding, pest management, post-production, and developing successful rice-extension linkages.

The workshop also involved developing an understanding of the skills needed by modern rural extension agents including an appreciation of the benefits of information and communication technologies. At the end of the workshop, the trainees created and  presented work plans that they intend to implement in their countries.
During the closing program, Chhourn Orn, a participant from Cambodia, thanked RDA and IRRI for organizing the workshop. “After being introduced to new technologies, we can now deal with problems and issues when we go back home”, he added. In addition, Ngozika Fanny Okorie, a trainee from Nigeria, said that the workshop has been very informative and helpful and that she looks forward to carrying and sharing these with others upon her return home.

“In 2017, the workshop accepted trainees from African countries for the first time as a means of expanding the program’s reach,” said Dr. Brothers. FAO supported the attendance of the participants from Africa. Since its initial offering in 2002, the training workshop has produced almost 300 graduates from 15 countries in Asia and now Africa as well.

This year’s workshop was designed and facilitated by Maria Socorro Arboleda (IRRI Education) with Dr. Brothers, Carlito Balingbing (Crop and Environmental Sciences Division), and Jerome Cayton Barradas (Integrative Impact Division).

South Korea and IRRI partner up on rice science for development


SEOUL, South Korea—27 October. Science and technology have played important roles in South Korea’s successful economic development. Beginning in the 1960s, the country’s long collaboration with the International Rice Research Institute (IRRI) helped Korea achieve food security through high-yielding varieties and improved farm management.  Thus, the country secured domestic self-sufficiency in rice and, on a strong agriculture and rural base, propelled its economy into export-oriented growth.

Building on its success, the Korea International Cooperation Agency (KOICA) and IRRI signed a memorandum of understanding (see photo) to fight poverty and hunger in developing countries through rice science and modern agricultural technologies.

The 5-year agreement enables mutual support in the formulation, design, and implementation of rice systems-based food security and agricultural development activities in countries in Asia, Africa, and Latin America where IRRI and KOICA work. As an emerging donor and recently a member of the Development Assistance Committee of the Organization for Economic Cooperation and Development, Korea is actively engaged in rural development efforts across the developing world to promote food security, better quality of life, and sustainable development that align with IRRI’s strategy.

For decades, South Korea’s cooperation with IRRI has been carried out through the National Institute of Crop Science (NICS) of the Rural Development Administration (RDA).  Early in the partnership, one of the most important results of the RDA/NICS—IRRI collaboration is the development and deployment of Tong-Il rice, a high-yielding modern variety that sparked the Green Revolution in Korea.

The development of Tong-Il rice was named as one of the most important scientific achievements in the 20th century.  More importantly, the variety ensured a stable supply of rice in South Korea in the years following the devastating Korean War.

Since then, the partnership has developed many other premium-quality rice varieties under the Large Scale Korean Seed Multiplication Project. For over 40 years, South Korea has also been an active participant in International Network for Genetic Evaluation of Rice (INGER). Through INGER, South Korean rice breeders acquired valuable germplasm for breeding better japonica rice varieties with economically important traits such as resistance to pest and diseases, tolerance for harsher environmental conditions, higher grain quality, productivity, and aroma.

The partnership between South Korea and IRRI continues to flourish and has increasingly evolved from a focus on domestic development to global development in recent years. The RDA and IRRI have signed a new rice research agreement to develop sturdier temperate rice varieties that can handle environmental stresses and disease. Future collaboration between NICS and IRRI will include improving rice grain quality, food science and nutrition, value chains, and profitability.

Korea’s RDA appoints Hwang-keun Chung as new administrator

Mr. Hwang-keun Chung was appointed as the new administrator of Korea’s Rural Development Administration (RDA) on 17 August, succeeding Mr. Yang-Ho Lee. 

Mr. Chung has a B.A. in Agriculture from Seoul National University and has served as the deputy director of the Agriculture Policy Division, Ministry of Agriculture and Fisheries; director general of both the Rural Policy Bureau and Agricultural Policy Bureau under the Ministry of Food, Agriculture, Forestry, and Fisheries; and secretary to the President for Agriculture, Livestock, and Food.

Mr. Chung will continue to pursue all opportunities to strengthen the collaborative relationship between RDA and the International Rice Research Institute (IRRI), according to Dr. Jeom-ho Lee, director, International Technology Cooperation Center, RDA. 

“Our partnership is of paramount importance under the present challenges facing international agricultural,” Lee wrote in a letter to IRRI Director General Matthew Morell. “Our collaboration will contribute much to the development of agricultural science and technology, and ultimately to the welfare of farmers around the globe. Undoubtedly, in the capable hands of the new RDA administrator, our cooperation will be further consolidated. We look forward to building a more fruitful and lasting R&D partnership with you.”

The Government of the Republic of Korea has been collaborating with IRRI through the RDA since the 1960s. The research partnership includes rice breeding using temperate japonica rice varieties and tropical indica varieties as parents. This produced the rice variety Tongil, which transformed the country from a rice importer to a self-sufficient producer.

Asian agriculture experts attend 14th annual rice technology transfer workshop in Korea



JEONJU, Korea— Eighteen agriculture experts from 10 Asian countries attended the annual  workshop on the effective transfer of rice production technologies from sources to target users, 19 June to 2 July. 

The first of its kind in Asia when initially held in 2002, the 14th annual Rice Technology Transfer System (RTTS) workshop showcased South Korea’s latest rice technology systems and agricultural linkages. The workshop shared rice farming knowledge that the participating Asian countries could use. The RTTS participants were scientific officers, technical officers, researchers, public officials, extension workers, instructors, and agricultural research officers. It was conducted in collaboration between the Training Center of the International Rice Research Institute (IRRI) and the International Technology Cooperation Center of Korea's Rural Development Administration (RDA).

For the last 14 years, RDA and IRRI have been training farmers and extension workers for farm technologies to be transferred from the source to the end users. Since 2002. 130 practitioners from 17 Asian countries have attended the two-week course. Trainees have been exposed to contemporary rice technology issues and have developed their capacity to critically analyze the components of successful research-extension linkages. With courses conducted in Korea, trainees have had the opportunity to observe first-hand and apply what they have learned directly in their respective countries.

Resource persons for this year’s workshop were Maria Socorro S. Arboleda, senior training specialist at the IRRI Training Center, and Poornima Ravi Shankar, senior specialist at IRRI's Knowledge Management and Outreach Impact Acceleration Unit.

Countries represented were Bangladesh, Cambodia, Indonesia, Lao PDR, Myanmar, the Philippines, Republic of Korea, Sri Lanka, Thailand, and Vietnam

South Korean documentary reenacts development of Tongil miracle rice

LOS BAÑOS, Philippines—In 2016, South Korea celebrates 100 years of science and technology by recalling the storied history of its miracle rice called Tongil (or Tong-Il). The rice is viewed by many as one of the country's most important scientific achievements in the 20th century.

The Korean Broadcasting System (KBS), the national television and radio broadcaster of South Korea, filmed a documentary at the headquarters of the International Rice Research Institute (IRRI) that highlights the strong partnership between South Korea and the institute. South Korea has been collaborating with IRRI through the Rural Development Administration (RDA) since the 1960s. Their work has included crossing temperate japonica rice varieties with tropical indica varieties. This produced Tongil, a rice variety developed at IRRI, which helped transform Korea from being a rice importer to a self-sufficient producer.

“Through the documentary, we are seeking to share with Koreans around the world and the international community how our people were, with the help of IRRI, freed from hunger following the devastation of the Korean War,” said Jea Hyuk Lee, KBS producer.

A reenactment at IRRI's Zeigler Experiment Station presents the late Dr. Mun-Hue Heu, the father of the Korean Green Revolution, and Dr. Hank Beachell, then head of IRRI's Plant Breeding Division. The two scientists were instrumental  in developing Korea's miracle rice.

The film also features interviews with Dr. Bruce Tolentino, IRRI deputy director general for communication and partnerships; Dr. K.K. Jena, IRRI scientist and newly appointed Korea RDA honorary scientist and advisor; and Julian Lapitan, former head of Partnerships at IRRI and incumbent president of the Philippines RDA Alumni Association. Dr. Ruaraidh Sackville Hamilton, head of the T.T. Chang Genetics Resources Center and International Rice Genebank, provided the filmmakers with a tour of the genebank. The genebank contains more than 127,000 rice varieties from all over the world, including Tongil.

The documentary was filmed on 28-29 March. The episodes featuring IRRI will air on 21 April on KBS TV.

South Korea: Training held on rice technology transfer systems



The two-week training course on rice technology transfer systems in Asia was held on 30 July-10 August 2012 at the International Technology Cooperation Center of the Rural Development Administration (RDA) in Suwon, South Korea.

The course was attended by 15 participants from Bangladesh, Cambodia, Indonesia, Lao-PDR, Nepal, the Philippines, South Korea, Sri Lanka, Thailand, and Vietnam and is on its twelfth offering. It has now  trained more than 160 middle-level research and extension officials from 18 countries.

The course was jointly sponsored by RDA and IRRI and aims to (1) show an example of a systematic technology transfer mechanism linking multiple stakeholders; (2) provide participants from Asian countries exposure to different models of technology transfer in rice and analyze components of successful research-extension linkages; (3) explore contemporary issues in the maintenance of effective technology transfer processes; (4) prepare participants to emulate selected models and experience rice technology transfer; and (5) create awareness of Korean development programs in each of the participant countries.

Resource persons were Noel Magor, David Shires, and Achu Arboleda from the IRRI Training Center and Kim Jung Gon, Young-Chan-Cho, Hyundong Lee, and Je-Kyu Kim from RDA.
