RCM Indonesia project updates: Lessons Learned workshop and follow-up meeting on LKP sustainability

(JAKARTA & BOGOR, Indonesia, 10-11 February 2025) - IRRI and its key partner organization in the Rice Crop Manager (RCM) Indonesia project, Badan Standardisasi Instrumen Pertanian/Indonesian Agency for Agricultural Instrument Standardization (BSIP), continue to improve RCM Indonesia, locally known as Layanan Konsultasi Padi (LKP), with a lessons learned workshop and a follow-up meeting focusing on LKP sustainability.

A Lessons Learned workshop was held at BSIP Headquarters in Jakarta on 10 February 2025. A follow-up meeting with key staff at the BSIP Food Crops was held at their office in Bogor on 11 February 2025. These events mark important milestones in evaluating the progress of the RCM project in Indonesia.

The workshop was attended by the acting Director General of BSIP, Dr. Ir. Haris Syahbudin, DEA, Director of the BSIP Food Crops, Dr. Ir. Ladiyani Retno Widowati, M.Sc., IRRI Indonesia representative, Prof. Dr. Ir. Hasil Sembiring, M.Sc., as well as Dr. Madonna Casimero, RCM Indonesia Project Leader, invited guests from IRRI RCM Indonesia team, the Indonesian Ministry of Agriculture and the Ministry of Foreign Affairs, and the RCM Indonesia implementation team from eight provinces who were also present at the event both in-person and online.

The workshop was officially opened by the acting BSIP Director General, who expressed appreciation for LKP and highlighted BSIP transformation in his speech, saying "RCM Indonesia is an ideal tool of collaboration that connects research and development. LKP was developed from extensive research involving various expertise to create fertilizer application recommendations that are simple yet highly beneficial for farmers. BSIP is transforming into the Agricultural Breeding and Modernization Agency (BrMP), which will focus on the restructuring and modernization of national agriculture. With this new name and mandate, we are ready to socialize it even more widely.”

Dr. Syahbudin also expressed appreciation for the collaboration between BSIP and IRRI and highlighted LKP benefits, saying “We are thankful for the collaboration and we hope to continue the collaboration in the future. LKP has proven to improve crop yields as well as the efficiency of fertilizer use. LKP can be considered as one of the references in forming the Definitive Plan for Group Needs (RDKK) for subsidized fertilizers, so it can be used more widely, delivering greater benefits for improving production and efficiency of rice farming in Indonesia.”

In the workshop, lead partners from BSIP Food Crops and BSIP Rice presented the results of the activities carried out in the eight project provinces over the past two years. Following the presentation, an interactive discussion took place to explore innovative solutions for optimizing the use of LKP. The outcomes highlighted that technology and data are important in improving agricultural productivity. The discussion also highlighted that collaboration between innovation, government policies, and field practices is crucial for building a sustainable agricultural system. Additionally, key points raised included simplifying the LKP 2.0, the mapping of agroecological zones, particularly in swampy areas, and providing technical support for LKP migration.

Following up on the key points highlighted in the workshop, the IRRI RCM Indonesia team met with key officials of the BSIP Food Crops on 11 February 2025. The meeting was attended by the Director General of BSIP Food Crops Dr. Ir. Ladiyani Retno Widowati; Senior Advisor to the Minister of Agriculture and IRRI Indonesia representative Prof. Dr. Ir. Hasil Sembiring; Implementation Coordinator of the RCM Indonesia Project Dr. Nuning Argo Subekti; RCM Indonesia Project Leader Dr. Madonna Casimero; and the RCM Indonesia team from IRRI and BSIP Food Crops.

In the meeting, Project Development and Deployment Manager Ms. Rowena Castillo highlighted the importance of mapping agroecological zones, saying “The map of agroecological zones especially for swampy areas would be useful for the improvement of LKP.  Additional data, such as cultivation duration and frequency of lime application, will help inform how swampy fields should be managed.”

Dr. Widowati presented on the characteristics of swampy areas, including the distribution of wetlands in Indonesia, the size of wetland and dryland areas, and the opportunities, challenges, and technologies applicable in these regions.

The discussion then turned to simplifying LKP and providing technical support for LKP migration. The team was divided into two groups: one focused on determining which steps for LKP 2.0 are necessary and how to further simplify these steps to ensure a user-friendly interface of LKP, and the other discussed preparing for the migration of LKP from the IRRI server to the BSIP server. This dialogue is key to ensuring the sustainability of LKP moving forward.

The RCM Indonesia project is being implemented by IRRI in collaboration with Indonesia’s Ministry of Agriculture - BSIP and other private entities, with funding support from the Republic of Korea’s Ministry of Agriculture, Food, and Rural Affairs.
